The US-China Business Council (USCBC) has been monitoring China’s Foreign Investment Law (FIL) and corresponding implementing regulations, both of which went into effect at the beginning of this year. On August 10, the Shanghai Municipal People’s Congress promulgated draft Shanghai Foreign Investment Regulations, which are open for comment until September 10. US trade with China continues to decline in 2020 due to COVID-19 impacts and remaining tariffs. So far, goods exports to China have fallen 4.6 percent and imports from China have fallen 17 percent compared to the same period last year.
